Non-Program-Committee Submission Protocol

A paper without at least one A vote before the program committee meeting will be rejected without discussion.


Program Committee Submission Protocol

A PC member paper must have at least six reviews (and therefore

at least six associated votes, each of which is A, B, C, or D).

Such a paper may be accepted only if BOTH (a) it has at least one A vote before the PC meeting begins

AND (b) after discussion during the PC meeting and the usual

possible resultant changing of votes (which, for PC

member papers, must be recorded by the PC chair and

reported to the conference chair), EITHER (1) it has at least one A and no C's or D's

OR (2) it has at least three A's and at most one D.

This is a higher standard of review than for ordinary papers.

When a paper with a PC member as an author is to be discussed,

such authors will be asked to leave the room for the duration of

the discussion.

The only purpose for recording vote changes during discussion of

a PC member paper is to assure non-PC-member submitters that

there is internal process accountability - that is, that someone

outside the PC (the conference chair) can verify that the rules

are being followed. Vote changes, like votes themselves, are

considered confidential.

Dual Submission Policy

If a paper is submitted both to OOPSLA and to another venue, the paper may be immediately rejected from OOPSLA and the other venue notified unless it satisfies all three of these conditions:

Failure to meet all three is not grounds for automatic rejection. The nature of the other venue, at least, must be taken into account. It may be appropriate to issue a hand slapping.
